Paint the outside. That way when it scratches off it looks even more realistic.

Have you tried DOT 4 yet? I used that awhile back on a lexan shell, & it seemed to work. It does take time to get the job completely done, but as long as you let it soak in real good, & keep it moist, the paint will basically wipe away
I agree with Scott though.... Painting the outside for the scale scratch effect would look mighty cool

I'd scuff it a little.... Use any fine sandpaper (I used 120 the times I've done outer body paint, but only because it was what I had lying around LOL) & of course wash it real good before applying paint.... & then, get your camera & show us the coolness of your new paint!

I would use between 180 and 220 grit. I was a house painter for about 10 years. Of course thats different than body work/plastic, but still... 180 to 220 will work great, and not leave to deep of scratch marks after your paint dries.

I'd say try it again & see if a 2nd try works.... Usually it works better than that. Any idea what paints the previous owner used?

Remember to keep it very wet with brake fluid too.... Line it with soaked paper towels if you can. Keeping the body wet will help it remove the paint more effectively. If it dries out, you're basically starting over when you wet it again.
